Charges 3DS when in sleep only,

When plugged into the 3ds, the screen flickers from the 3ds randomly gettings a split second charge from the cable.
i figured that it was because usb ports don't supply enough current to the 3ds. I tried using the usb cable with a iPod wall charger with more current (1A) and the screen still flickered and was not charging right.
something else is wrong here as the iPod wall charger (official apple one) has more voltage (5v vs 4.6) and more current (1A vs the 3ds charger's 900ma) and the 3ds still wont charge while using it.
The 3ds does charge fine over usb(laptop) and wall charger when the 3ds is in sleep mode.
dropping the voltage to 4.6 could get it to work right but the cable would need additional components to do that.

I have the same issue. I bought the cable so I could charge my 3DS XL with one of my portable batteries, but the only one I can get it working correctly with is this Photive 12000mAh Dual USB Portable Battery Charger. Powerful External USB Battery Charger for iPad Air,Air 2, Mini, iPhone 6, 6 Plus, 5S, 5C, 5, 4S, Galaxy S5, S4, S3, Note 3, Nexus 4, 5, 7, 10, HTC One, One 2 (M8) and more All the others, whether they be 500 mAH, 1 AH, 1.3, or 2.1, only charge when the 3DS lid is closed. I've tried connecting it to the wall via a 1 AH adapter and a 2.1 AH as well, but they have the same effect. I think it might have something to do with how the 3DS draws power, rather than the charger itself.
