This HAS to be a dissertation. He "argues" that he'll prove the U.N. is being financially coerced to do the U.S.'s bidding. At the end he claims he does...prove it, that is. All he does is state that Congressional conservatives voted to withhold U.N. dues unless the U.N. set up standards of fiscal management to avoid waste and misappropriation of funds AND tied their "reform" package to their pro-life agenda.
While his "argument" DOES cite a few examples (see prev sentence) that suggest a legislative propensity toward unilateral and isolationist behavior, his reiterative style is better read as an exemplary study in academic pap.
