Although the packaging states "powers and re-charges" and shows a picture of a laptop along phones, ipods, and clearly states "Laptops and more" on front of package, this device will not power laptops.

I followed your video and the test executed exactly the same way. I used a NETBOOK that pulls about 36W with a partially charged battery. Upon connection of the B&D 100W, the battery indicator drained and stopped working within 2-3 seconds.

I purchased two of the 20W models, and given the same load (definitely not a laptop, though) on a full charge, one of them will provide 30 minutes of power, while the other one dies after 5 seconds. Really disappointing on the part of B&D quality control, but it might help explain why yours fails immediately under load. On the other hand, it wouldn't explain why you could charge your phone with it.
