Why Does Amazon Host Old Versions?,

I'm testing a GPS device that uses an open source version of Android 4.2, so connecting to the Google Play Store is not an option. I was hoping to get the latest versions of the ESRI ArcGIS and Collector apps from the Amazon app store, but I'm disappointed to see that Amazon only hosts an older version of the ArcGIS app and doesn't host the Collector app at all.
This seems to be a trend with the Amazon app store - they often only host older versions of apps available on the Google Play Store. I realize this is mostly a developer issue, and perhaps tied to agreements they make with Google, but it is still frustrating that there's no really robust third party hosting service that can offer access to the latest apps when the device can't connect to Google's site.
So... this app is several release versions behind ESRI's current version, which is 10.1. It works, but there are some features missing from the most current version.

Not alone old versions of this App but a partner app from Esri, the 'Data collector for ArcGis', which I use on other tablets and phones, is not available on Amazon at all.
