I have read the book. Taleb says that it is easy to get a general idea of the chance of the occurrence of many rare events. You can turn black swans into gray swans. p. 213. So I think Ms. Resnick's one-sentence summary is basically right. Granted, her sentence simplifies Taleb's thesis. That's the price of a punchy sentence.
