This review is from: Foscam FI9831W 1.3 Megapixel (1280x960p) H.264 Wireless/Wired Pan/Tilt IP Camera with IR-Cut Filter - 26ft Night Vision and 2.8mm Lens (70° Viewing Angle) - White (Electronics)
I bought 1 of these to replace my previous FI8910W, but cgi commands like snappicture2 used to fetch pictures on external programs is completely bogus, it gives less than 1fps and from time to time the camera just locks up giving lot of 500 errors.
MJPEG stream doesnt work at all.
RTSP give a better fps (3-7) but there is lot of flickering/shadowing corrupting the image every 5 or 10 minutes and in this last firmware broke compatibility with tinycam (kind of works in zoneminder)
also if you dont use IE you wont be allowed to login if you're not using the browser plugin (which doesnt work in Firefox at all)

I didn't have any of these problems. Sounds like you either have a slow phone, or are bandwidth constrained. Also, read up on how to update the firmware.
