I have been listening to this album 'on and off' for a couple of months by now.
On and off, because it never enticed me to sit down and listen to the entirety at one go.
Is the voice not good? Nay - the voice is good enough, if not outright the most burnished low male voice now singing.
Is the technique problematic? No such thing! The vocal technique is very secure and rock solid. The singer knows almost exactly how to modulate the voice to 'fit into the score'. I say fit into the score rather than 'express the music'.
That lies the only, yet important problem with this album - throughout the tracks, we hear an impeccable vocal demonstration of Mozart's famous arias, but we do not hear expressive singing.
All that can be said of this CD is that it is a suave rundown of the different arias; that's all.
Is D'Arcangelo's Mozart bland? Apparently they aren't. He is fully capable to use different tone colors to depict differing moods.
The only thing is that his singing is not committed - he sings cautiously, faithfully, yet he isn't 'in' the characters - Don Giovanni sounds like Leporello; Gugliemo cannot be differed from Figaro, and still more, the Comte Almaviva has no 'face', be it in the recitative or aria.
Worst is that D'Arcangelo isn't one bit assisted by Noseda and his orchestra. There is no attempt to depict the characters in the arias, be it in the music or in the singing.

hmm, how strange - he is a very good Figaro in a great DVD I am still watching:
