What is the single problem that if only it could be solved (as the authors say), our crisis would end or be averted?

I have three candidates:
1. Make children more of an asset than a burden for families.
2. Rebuild our manufacturing base.
3. Establish some form of anchor (commodity basket, anyone?) for our money.

These also seem to be goals on which left and right, white and minority, male and female would all consider worthwhile, although their methods to solve them might differ from one another.
