Is this all region? And can it work with 220V?

Yes, it works with 220v. There is a switch on the back to set the input voltage to the power supply to either 110v or 220v.

There is an after market hardware mod that will successfully make it region free. It is user installable externally; but would require a tech to install it permanently internally. I paid $29 for the hardware (it's a small circuit board), & it plugs in externally to 2 ports (1 USB port & if I remember right) also the e-sata port.

It works perfectly on dvd, I haven't purchased any Blu-rays that aren't region A yet.
