No. There may be specific film that does, but it would have to say so on the package. The ones I purchased did not.

While I wouldn't really touch the back of the photo because it is sensitive and could ultimately be ruined by constant touching, I would not characterize it as sticky either. Best to hold it along the edges or on the bottom with the white flap.
