No, it cannot be used as a "commander". It cannot be used as a remote flash either. Go with the SB 600!

No. It does not function as a slave or commander in the Nikon CLS. However if you have a built-in flash on your recent Nikon camera, check to see if the built-in flash will act as a commander. My D7000 is capable of this and triggers my SB-700 nicely.
