can i underline and highlight words on paperwhite with stylus

I don't know about underlining, but I have used it to look up a definition, or bookmark a passage.

I think you can, but I don't have a paperwhite, so I'm not totally sure.

I do not know. I have a Kindle Fire and the stylus does the same thing as using your finger. It is just more precise.

I've only used it to copy and paste, but the App Store has an app just for those extra needs and some others you might like.
