Can you get by without using chlorine or saltwater system? Is the filter it comes with enough to be safe if you change water every 3-6 months?

Not in our climate. We add a little clorox to our pool about once a week. If we don't, we get green algae growing. By "little," I mean little, maybe a cup. We do it in the evening, because sunlight dissipates chlorine, and we want it to stay long enough to kill the algae. We run the filter for a while the next morning, and it's all clean.

No, the pool needs to be sanitized in some fashion or it will be unsafe. Filters are meant to take debris out of the water. They do nothing to remove harmful bacteria.
