I used this product to attach a cell phone mount with an unusually small footprint to the pebbled dashboard material of a 2000 Camry. The 4298 Technical Data Sheet states the product "is a liquid primer used for most low surface energy plastics . . . [which] would include common low surface energy plastics used for automotive dash and interior trim applications."

According to the Technical Data Sheet, expected coverage is approximately 150 square inches per sponge applicator packet, but this product also comes as a 4-pack, with four times the liquid for just twice the price, 3M + (4 pack) ADHESION PROMOTER - Part # 6396 Attachment Tape Liquid Primer, which may be a better value for applications requiring more than one packet.

Since I had a tiny area to do I cut a small hole in packet and applied a thin layer with a Q-tip. It worked superbly, the only problem being that there was no final "adjusting." Once the tape under the mount touched the dash there was no way I wanted to pull it off to just align it slightly better a second time.

If you look at Amazon's photo of the package it has an image of a thermometer showing a temperature range of 60-80 degrees fahrenheit, which I assume is the range in which the product is designed to work best, but I had to search the web to find the Technical Data Sheet in order to get the "Application Procedure," which should have come with the product!

"3M Adhesion Promoter 4298 is supplied in an easy-to-use sponge applicator packet. The liquid contents of the packet should be completely used as soon as possible after opening. Hold packet upright and avoid squeezing an opened packet to prevent spillage of liquid contents. The packet can be opened by tearing across the top of the packet at the notches. This will expose the sponge applicator. Do not remove the sponge or squeeze a freshly opened packet. Handling the bottom section of the packet should enable application of 3M adhesion promoter 4298 with no mess.

Apply a thin, uniform coating to the bonding surface, using the minimum amount that will fully coat the surface. A wet coating thickness of 0.002 inch or less is recommended. Apply promoter only to areas that will be fully covered with tape. Although drying times may vary due to temperature and/or humidity, a drying time of 30-90 seconds is typically indicative of this thickness. The primer should be dry before applying tape. For best results, apply tape immediately after primer application or no more than one hour after primer application. Be sure the primed surface remains free from contaminants prior to tape application."

I also used an Exacto knife to make a cardboard template in the shape of the footprint of the mount, only just a little smaller all the way around. I used it to avoid getting any Adhesion Promoter on the dashboard that wouldn't be hidden underneath, and totally covered by, the footprint of the mount.

One complaint about the phone mount I was trying to stick on the dashboard was in very hot weather the double sided 3M foam tape it came with would separate from the mount, leaving just the tape stuck to the dashboard and the mount, with cell phone attached, falling to the floor of the car. To prevent that from happening I scraped the original tape off of the mount using a single-edge razor blade, prepared the surface with coarse sandpaper, then spread a thin layer of Krazy glue with a flat toothpick all over the roughened surface in order to permanently replace the old tape with double-sided foam Scotch 414/DC Extreme Mounting Tape, 1 by 60-Inch, Black. I let the bond cure overnight and removed all the excess tape the next day using a scissors.

It's not cheap, but this is an absolute must if you are attaching something to your vehicle and you don't want it to come off. Creates an incredibly strong bond that would normally be just pretty strong without it. A word of warning. Once you apply this, and then are ready to lay your two sided tape down, you only have one shot at doing it correctly, because it will hold on and not let go. I would never attach anything that will be exposed to the elements with two sided tape without using this.

Clean areas with alcohol first, These packets are a glue that provided a temp hold for the 3M tape. It is messy so limit application to only the surfaces that the tape will come in contact with. Not too difficult to clean up, leaves hands sticky so wear a latex glove.
This produce makes it stick immediately as the double sided tape takes a couple days to fully cure.
In the past I've used the 3M tape without the primer and had it separate from the surface minutes after application creating only an average bond. This primer definitely makes a huge difference in the final bond strength.

This Adhesion Promoter only works under very specific conditions, and requires long-term clamping to ensure good adhesion. If you can't clamp it, use 3M Adhesion Promoter #06396 instead. 4298 is good for exterior applications, and only works for specific parts and materials. Plastic to plastic, use #06396 instead. 3M has the data sheets for all their products online, and you really should check these first...it's not just glue anymore, it's the science and application of adhesive chemistry. Very specific technology.

Go a little bit further for good ahesion

Peeled off the cheap tape on some aftermarket Chevy S10 moldings and used 3M 4298 Adhesion Promoter along with 3M 06380 Super Attachment tape. for a superior hold.

The attachment tape stuck well, but apply this adhesion promoter and the adhesion went beyond well. I have no worries of the moldings falling off now. I also used a 3M scotchbrite pad to lightly scuff the surface where the attachment tape would go before applying the adhesion promoter.

Took three applicators to do all the body side moldings. Almost two was enough. But the weather has been hot which may have helped to dry out the applicator a little faster.
If you get the sticky chemical on your skin, alcohol cleans it off.

Wow this stuff really makes your double stick tape STICK! it's a bit expensive for what you get but piece of mind is worth the investment. Used it for securing a trunk mounted spoiler to my car with the 3M grey trim tape. Be sure to prep the surface cleaning it with isopropyl alcohol then this product. Also heat up the 3M tape surface with a heat gun or hair dryer, just before applying to give it extra hold.

If your using any type of 3M tape, Which is good to begin with i highly suggest using the adhesion promoter it is well worth it. The bond that this creates feels like concrete. What ever your using the 3M tape on is not going to go anywhere once you use this stuff right here. Great product for the DIY guy or girl. Or the plan old novice like myself.
