On January 17, 1951 Isaiah L. Kenen walked into Nathan B. Lenvin's office at the Department of Justice Foreign Agent Registration (FARA) section. He launched an elaborate deception that continues to this day. As director of the Israeli Embassy's Office of Information, Kenen plotted with the nascent government to break free of tight transparency laws regulating all agents of foreign powers operating in the US. A public relations expert, Kenen knew that framing Israel's issues as America's own would be impossible with an onerous "foreign agents" stamp on his every press release, newsletter, film clip, or radio tape circulated in the US. Israeli leaders recognized Kenen's forays to Capitol Hill to lobby for arms and aid were less effective as an openly declared agent for Israel than as an "American" lobbyist.
Kenen circumvented the FARA section and the rest of the DOJ long enough to establish the most extensive foreign lobby ever assembled on US soil: the American Israel Public Affairs Committee or AIPAC. Along the way he dodged FBI, Senate Foreign Relations Committee, and US Department of State investigations. Kenen battled to drown out the voices of dissenters such as the American Council for Judaism while the lobby worked to place United Jewish Appeal and other charitable relief fundraising under their control. Meanwhile, Kenen's key financial backers established an elaborate network to smuggle stolen US military hardware and finance nuclear arms production in the fledgling state. On the 20-year anniversary of Kenen's death, over 1,000 pages of previously classified documents related to his activities were released in response to Freedom of Information Act filings. They reveal how Kenen and his key collaborators subverted FARA oversight through false filings, money laundering, and stealth. Declassified files also reveal the "subvention caveat," a secret Department of Justice non-prosecution agreement kept secret from the American public...until today.
After the caveat the Israel lobby's public relations and political network grew into a force dominating US-Middle East policy formulation. Kenen and AIPAC would ultimately face down the most powerful presidents and members of Congress, but at what cost to America and the rule of law?

Magazine, Arab News, Kiplinger, Gannet, The Wall Street Journal, The Washington Post, Al-Eqtisadiah, Khaleej Times, the New York Times, the Minneapolis Star Tribune, the Daily Star, the Associated Press, The Washington Report on Middle East Affairs and specialty publications such as the US State Department`s Washington File. Smith is a frequent guest analyst on Voice of America (VOA) television and Radio France Internationale. He has also appeared on the BBC, C-SPAN, Al Jazeera, CNN and numerous public radio programs. In 2003, he led a policy symposium in the Rayburn House Office building on Capitol Hill warning about the grave dangers of adopting a 1996 neoconservative plan for involving the US military more deeply across the Middle East.
Smith's research assignments have taken him to more than 40 countries. Before joining IRmep, he was a senior analyst and later research program manager at the Boston-based Yankee Group Research, Inc. Before that, Smith was a marketing manager at the Minneapolis-based Investors Diversified Services (IDS), now Ameriprise Financial Advisors. Smith completed a BA in International Relations from the University of Minnesota and a master's in International Management from the University of St. Thomas in St. Paul, Minnesota. His career in research includes the authorship of over 180 research papers, articles, surveys, and editorials.

Most Americans will not even know the names of such people as Isaiah Kenen who orchestrated most of the Zionist efforts in the US, or Abraham Feinberg who collected and personally gave Truman the money he needed for a cross county-wide whistlestop train tour that allowed Truman to overcome Dewey's lead in the campaign and pull out an upset victory in his campaign for the presidency. The interesting sideline to that story is that the first approaches to Truman by the Zionists was through a Missouri Jew, Edward Jacobson, who had been a partner of Truman's in the failed haberdashery business that preceded Truman's entry into politics. The book also covers the conflicts that the Zionist agencies had with other Jewish relief agencies in the USA who were collecting money for Jewish support world wide, and who resented the efforts of the Zionists to channel all collected monies into creation of the new state in Palestine. The book covers that fight over the proceeds from American charitable donations, how the Zionists slowly got control of these charity assets, and how the other Jewish agencies kept complaining to the US government about the non-transparent ways in which the Zionists were avoiding complying with US law.

The DoJ was determined that the AZC be classified as an agent of Israel. Its investigations along with those of Senator Fulbright's and the Senate Foreign Relations Committee, documented that the AZC was funded and directed by the State of Israel. As such, AZC was required to publicly disclose it's funding and all lobbying and public relations activity with the U.S. government. The AZC opposed this classification, as it would give lie to its claims to represent legitimate domestic political interests. "American Defense Line" is thoroughly documented having more than 437 footnotes and previously unpublished declassified papers, which allow readers to verify Smith's claims and undertake further research at their own leisure.

No prior knowledge of law or Middle East affairs is required. There are heroes in this book- Senator Fulbright, a rare political figure that courageously stood against the ruinous power of the Israel lobby and DoJ employees, such as Irene A. Bowman, who refused to subvert U.S. law to foreign interests to gain political favor. There are also cowards and cynics who compromised U.S. strategic interests to gain temporary political advantages. Smith neither plays partisan favors nor spares any of the players. The usual suspects will surface to discredit this book. Given the extraordinary documentation and research invested by Smith in "America's Defense Line," this reader looks forward to seeing Smith and his opponents do something the lobby avoids at all costs: an honest public debate.
