    Finally someone has pieced together most of the factors that cause a state to consider building nuclear weapons and succeed. Jacques Hymans has studied a number of states and reached conclusions that may upset the common wisdom. He points out how few states have had successful nuclear weapons programs in the last decades and analyzes the reasons for failure. The role of informed management, competent technical staff, revered leadership and program management turn out to be major factors in success. Hymans uses statistics and data to make his case. He is very open about his choice of data and is willing to consider that some variables cannot be accurately qualified. That said, his intellectual honesty makes for a satisfying book.

    This is a must read for serious nuclear nonproliferation analysts.
