This game is a genre of its own!
In between game play there is some pretty corny and pretty horrible character interaction, but I think that is because they were trying to use the popularity and look of games like Persona.
This is a tower defense game! But your Tower is the middle of a circle and enemies come from all directions. The part the is really unique is you can rotate or spin different zones of your tower circle to not only aim your defenses at the enemy, but if you line up certain towers they will combine into a larger more powerful version (more damage, more range, larger area of effect).
For a tower defense game it is pretty active at first, over time you will open more defense slots and if you fully invest in a city's defense you defenses will pretty much passively take care of all the enemies. I suggest you think of this as when you out level an area in a classic RPG, and not hold it against the game.
