About the Author
Joshua Schank is President and CEO of the Eno Transportation Foundation, a transportation policy think-tank. Previously he was the Director of Transportation Research at the Bipartisan Policy Center, where he directed a national transportation policy study. He has been a consultant with Parsons Brinckerhoff and ICF International. Schank advised Sen. Hillary Rodham Clinton on federal highway and transit legislation from 2002 to 2005. He has also been an analyst for the U.S. DOT Inspector General, and a transportation planner for the Permanent Citizens Advisory Committee to the Metropolitan Transportation Authority in New York City. In addition to a PhD in urban planning from Columbia University, Schank has a master's degree in city planning from the Massachusetts Institute of Technology.

About the authors

Joshua L. Schank is the first-ever Chief Innovation Officer for the Los Angeles County Metro and former President and CEO of the Eno Center for Transportation a non-profit foundation with the mission of improving transportation policy and leadership. Dr. Schank, who is an urban planner, has worked on federal and state transportation policy over a decade.
Dr. Schank was Transportation Policy Advisor to Senator Hillary Clinton during the development of the last six year transportation authorization bill (SAFETEA-LU). He has also worked as a Consultant with PB Consult and Senior Associate at ICF International in Washington, D.C., as well as the Office of the Inspector General’s in the U.S. Department of Transportation, and with the Permanent Citizens Advisory Committee of the Metropolitan Transportation Authority in New York City.
Dr. Schank’s extensive work in transportation policy and planning is well documented in his publications, including “All Roads Lead to Congress: The $300 Billion Fight Over Highway Funding,” co-authored with Costas Panagopoulos and published by CQ Press in 2007. He holds a Ph.D. in urban planning from Columbia University, a Master of City Planning from the Massachusetts Institute of Technology, and a B.A. in urban studies from Columbia University.
He lives in Los Angeles with his wife Lindsey and his sons, Max and Jonah.

To echo another commenter, School House Rock, this is not.
Most work is done by a congressman's staff and there is alot of backroom deals and promises and lies.
The authors provide a inside look at what really happens when transportation policy is on the table. It is essential to understanding the sad truth about what really matters to congress when it comes to transportation policy. It is a fascinating look at the inner workings of congress through the lens of the transportation debate e.g., personality, pressure, and position.
Though it is not particularly insightful to say that money politics dominates the transportation debate, this book solidly confirms it.
This is the book to read if you want to know how the game is played.
Schoolhouse Rock this is not.
Joshua Schank and Costas Panagopoulous were advisors to Senator Hillary Clinton, and provide the reader with a front row seat to the earmark-driven, credit-grabbing politics that too often dominate wise public policy.
The true genius of this book is its ability to cover every detail of the intentionally painstaking legislative process - while keeping the reader invested in the outcome.
It accomplishes this by bringing to life the players, especially the behind-the-scenes staffers who exercise tremendous unseen power.
A great read for students of the American democratic process.
