It is never cold as plastic seats can be And there are no humidity issues as with plastic seats which seem to be wet a lot.
ho wants to sit on a wet toilet seat?
Yes, it does have plastic hinges and bolts but they can easily be changed out for brass if you like. But I like the plastic hinges as they are the same Linen color and they don't look gaudy or 50'sish. The bolts are snap covered and hidden for a clean modern look too.
You usually get what you pay for in life, in this case you get a bit more.

I don't use cheap chinese, mexican and korean garbage in MY home.
It appears American Standard have changed the design. Not only have the chrome hinges changed, but this seat only has two front bumper cushions underneath, as opposed to four on the older chrome model. The new plastic hinges are redesigned and now serve as the rear bumpers.
The new seat has a much better quality white finish than the old one. Overall, I am happy with the seat. It lacks that old fashioned style of the chrome hinge version, but I think it's better built.
