Across the globe, there are many places where hostility toward the United States is common. However, in many of the countries where anti-American street protests often erupt, official positions are surprisingly favorable toward the United States.

China, Russia, and Iran, on the other hand, are notable due to their long-held confrontational official positions toward the United States. Across all three, the long-view of history paints a clear picture—aside from, at most, a two-decade long blip of amicable relations, genuine cooperation with the United States has played second fiddle to material considerations.

Furthermore, unlike the non-state actors America has faced in recent conflicts, her future foes’ relative geopolitical heft makes them significantly more dangerous. Russia, China, and Iran do not operate out of mountain redoubts or underground bunkers. They project power through military action at and beyond their borders. They fight using both their own forces and dedicated proxies. And they use their role in the global economy to give their adversaries pause.

To many, China’s open hostility to the United States is a new phenomenon. Afterall, it was only in the past two decades that China began testing territorial claims beyond its internationally recognized borders in earnest, and even more recently that China began engaging in trade-related conflict with America. But antagonism has many variations. Even as trade relations between America and China steadily improved throughout the 1990s, Chinese companies, backed by explicit or tacit government approval, were stealing American intellectual property. And over the past twenty-five years, China has increased its annual military spending tenfold to ensure it will be capable of dominating the Pacific and assert suzerainty over its historical tributary states. Planning for potential conflict, therefore, has been part of China’s strategy from the very peak of its relations with the United States.

To Russia, China, and Iran, America is an enterprising upstart who has superficially achieved much but has yet to attain the wisdom and humility that comes with a long and storied history. At best, Russians view America as a lucky peer. The Chinese view it as a barbarian state who has benefited from the unjust world order first imposed by European colonizers who hooked more than a quarter of Chinese on opium. And the Iranians view it as an adversary in the context of holy war. And of course, they haven’t forgotten Operation Ajax. Thus, mere bitterness is the most positive possible outcome when the United States asserts its influence in and around these historical hegemons. Furthermore, all three have dealt with upstart hegemons in the past. Most notably the Mongols. And all three eventually absorbed their conquerors or freed themselves from their influence. Thus, they have no doubt that America’s time too will pass.

Often, we make the mistake of interpreting a people’s history through our own civilization’s lens and timetable. It is crucial to understand the history of our adversaries through their cultural and moral perspectives to ensure we have a full view of their positions and motivations.

I didn’t think it was possible to learn so much in less than 100 pages. This book takes you into the minds of our greatest adversaries. Looking forward to the rest of the series.
