I ordered a 15", for my 15" 2017 MacBook Pro touchbar. I received a case with a tag that says "13" on it. It *does* fit my 15" 2017 MacBook Pro. It's right on the edge, but it fits in padded compartment, and the ziplock style waterproof seals seal just fine. So I'm not sure if it's a mislabled 15" or if it's a 13". I will say that any laptop even slightly larger would not fit in the one I have. So I'm inclined to think it's a 13", but can't be certain.
However, this is actually a positive in my eyes. I have a Timbuk2 messenger bag designed for a 13" and my 2017 15" fits in it just fine. Since I'm kind a minimalist (and do a lot of cycling), I like having smaller bags that do what I need them to do and nothing more. It's also a plus when things fit in snugly, because it stops the weight shifting around. This is of course less of an issue with something like this, but in general I like my gadgets to fit with no breathing room.
After deciding that I was happy with the fit, I went on to test the waterproofing. I removed my laptop, and put paper towels in the case. I sealed the ziplock seals, folded over the velcro, and held it under a shower for a couple of minutes. The paper-towels came out unscathed.
I put the paper towels back in, sealed the ziplocks, sealed the velcro, and starting running the bath. I held the case under the faucet while the bath ran, then submerged it completely (there was roughly 3" of water above the case). I pressed on, moved my hands around, creased it, and held it under for about 20 seconds. Again, the paper towels emerged unscathed. So I'm completely confident in it's weather protection.
I actually got this to go inside an already waterproof pannier, so I can stop riding to work with a backpack. One of the reasons I picked this over the "dry bag" style competition, is the marginal amount of foam it has in it, to help with it getting bounced around in a bicycle pannier, and taking the potential fall on a wet path. You never know.
I'm generally satisfied with the feel of the foam. I will say that I'm probably going to be a bit nervous if I take a spill. But for general shock protection (hitting potholes, having a bikelock in the bag with it, etc), I think it'll do just fine.
If my primary concern was how it would hold up to big hits, I probably wouldn't get it. But my primary concern is waterproofing, and light/moderate impacts. I think for my use case, it's absolutely perfect and would recommend it.
What makes this case great on its own, is that it is the perfect accessory to carry a laptop in a backpack or other luggage without a padded compartment. I've used the 13" model and the 15" model and both worked well for keeping my MacBook Pros dry on a rainy day inside a backpack that was not waterproof. You've got 4 bills invested in that laptop, why not spend $30-40 on some protection from both mild shock and water?

I've mostly kept it inside my backpack (which is thin canvas with no padding whatsoever) to protect it from myself, who occasionally flings it onto hard surfaces and car seats, walks around in heavy rain, drops it, and steps on it. I got it with my laptop and have been using/abusing it for around a year –– my laptop is in pristine condition and doesn't have a single scratch or dent on its aluminum casing. Granted I haven't attempted to immerse it in water so I have no idea if it's truly "100% Waterproof" but I have the feeling its contents would absolutely survive it as long as it was fully closed. Highly recommend.

The case comes with a cushioned protector for 13 inch laptops, which snugly holds and protects my Macbook Pro. Its waterproof enclosure is incredibly waterproof and has protected my laptop from a water bottle spill and many days of heavy rain which seeped through my backpack.
If you're looking for a great waterproof case for a 13 inch laptop, this case will be a recommended purchase. The only thing you'll have to watch out for is ensuring that the two zip locks are fully closed.
Fits my MacBook Pro 13 perfectly and my old work dell 12.5 that's quite chunky fits too.
(Both fit in together with MacBook going inside the padded inner sleeve and the iPad sitting between the outer of the inner sleeve and the outer of the main case)
