Not so with this slightly long short story. It's almost all exposition, including character development. I kept wondering what amazing revelation the author was building up to. Finally he showed us a phenomenon that could have bubbled out of Flatland.
Then the story ended. Instead of a tantalizing glimpse of a larger reality, we got a weather condition ex machina and more exposition.
Read this if you're into speculative architecture. If you want great short-form science fiction, check out Ursula K. LeGuin's Changing Planes.
The other redeeming feature is that the entire arc of the plot, with background context and multiple characters is laid out in a couple of hours read. (658 pages in the kindle version but much less in paper I think).
Nice fix for your inner engineering geekhood.
Disappointing. But hey, he's written plenty of other brilliant works, just pick one of them instead!

This book is for nerdy collectors i reckon. It's a novella and short by novella standards. I read it in a couple of hours one evening. The book is very attractively printed and a pleasure to possess. As a collector of books I'm pleased with it. If I wasn't I would be disappointed.
