So then I uninstalled the CSR Harmony software and tried it with the native Windows bluetooth software. Again no aptx (since Windows doesn't have it), but the latency was only a second and the keyboard connected fine.
I tried it on several other PCs running variously Windows 7 32-bit, Windows 8 64-bit, and even Windows 10. On none of them did I ever see an aptx connection with the BM10.
Range is not an issue for the BM10, which is able to maintain a (non-aptx) connection with my laptop 80' away. My tests of the BTD-V401 have been with it as close as a couple of feet from the BM10, varying the distance makes no difference.
I've been hoping to run across a review of the combination of BTD-V401 transmitter and BM10 receiver to see what others are experiencing, so far without success.
Has anyone found a combination of transmitter and receiver that (a) works with aptx, (b) stays within the promised 32 ms latency, (c) stays connected, (d) has acceptable audio quality (no clicks, hum, etc.)?
Alternatively can anyone recommend a non-bluetooth solution to the problem of sending audio without a cable? A transmitter that gets the audio from the 3.5 mm audio jack of the PC and transmits it via radio, infrared, anything cable-free while meeting (b)-(d) above, would be fine.

UPDATE December 1, 2014: Success! Following up on a clue posted on a BM10 blog, I found that the V401 connects and pops up the apt-X flag after clicking on the BM10 about two seconds after clicking on Connect, while it's trying to connect as indicated by the green bar scrolling to the right. This is the point in the procedure where you've just paired with the BM10, the blinking blue light goes solid for a split second then goes white, and then when you attempt to connect it times out and fails if you don't click on the BM10.
The great news is that the audio is terrific: very hi fi, and a latency somewhere between the promised 32 ms and 100 ms. That's already good enough unless you're super fussy, in which case Netflix has a sync option where you hold Alt-Shift and click on the movie to bring up a menu. Click on the last menu item and drag the slider to the right to sync audio and video. I found that around 100 ms gave satisfactory sync, i.e. latency indistinguishable from zero. Don't know if YouTube has a counterpart.
The bad news, at least for the BM10, is that if it disconnects for any reason, whether at random (sometimes happens) or because you've turned your computer off and back on later, you have to do the connect thing again including getting the timing right. This means that if you were planning to hide the receiver it's awkward to click on it. Also it's a skill that other family members may take a while to acquire; when I'm away from home for the evening I preemptively replace the Bluetooth audio connection by a simple audio cable.
The other good news is that if you already had bluetooth on your computer (e.g. if it's a laptop, or the Gigabyte BRIX in my case), and were using it for mouse, keyboard, etc., you can continue to use it for those purposes and use the AZIO exclusively for audio. After installing the CSR Harmony drivers, an additional Bluetooth icon will appear in the task bar, labeled CSR Harmony when you hover over it. If you already had one Bluetooth before then you can treat the two as independent. One good consequence is that the high bitrate of the audio won't slow down your other bluetooth any, important mainly for the mouse which otherwise can be locked out and freeze due to the audio hogging the channel, at least when apt-X isn't running. Another is that your keyboard will continue to work, which it didn't in my case when I tried pairing it with the AZIO: the CSR Harmony driver or whatever told me to type a long number on the keyboard (a Microsoft Wedge) when it paired, but typing had no effect. Keeping the keyboard paired with the built-in bluetooth was the easy solution.

I am installing the adapter to send audio to my Teac AI-301DA integrated amplifier that has a built in Bluetooth receiver that is aptX compliant. The Azio USB Micro Bluetooth Adapter BTD-V401 comes with a mini CD than has the CSR Harmony software needed to create a Bluetooth connection that utilizes the aptX codec. I do not use any other Bluetooth devices such as Keyboards or mice. While specific to the Teac these notes may be helpful for using this device with other devices.
STEP 1 - Loading the CSR Harmony software and driver.
1. Load the CSR software from mini CD (v2.1.63.0 2010-12) - Be patient, it takes a while.
2. Attach the BTD-V401 to a USB port facing the direction of the receiver.
3. Allow CSR8510 A10 driver to load - Be patient, it takes a while.
4. Allow other related drivers to load - Be patient, it takes a while.
CSR Bluetooth icon now appears in the taskbar.
STEP 2 - Go to the Teac AI-301DA device.
1. Press the Source button until Bluetooth is selected.
2. Hold the Source for three seconds until LED flashes rapidly.
STEP 3 - Go to the PC
1. Right-click on Bluetooth icon in taskbar.
2. Click on Add Device | Audio/Video Device
3. A search for devices is started and the AI-301DA should be found. If not relocate or extend the Bluetooth transmitter via a USB extension cable to a improved location with better line of sight to the Bluetooth receiver (Had to aim the adapter pointing through a open doorway towards AI-301DA to have search find the target 20 feet away. Apparently the signal was strong enough to go through two of my walls but not three).
4. After a connection is made a CSR notification message briefly appears indicating that a connection has been made to a aptX compatible device. This means a aptX connection is active.
STEP 4 - Foobar2000 Playback Settings... (Optional)
Note: You cannot stream 24-bit music via a Bluetooth connection.
In Foobar2000 set the Device and Output Format:
1. Shift-Left-Click on Playback.
2. Select Device | Preferences.
3. Set Device to Bluetooth Audio Renderer (2- Bluetooth Stereo Audio). May have to try several.
4. Set Output Format to 16 bit.
To change Bluetooth Default device and Format in Windows 7 Sound controls.
1. Right-click on the speaker icon in the taskbar.
2. Click on Playback devices.
3. Select Bluetooth Audio Renderer.
4. Click on Properties.
5. Click on Advanced.
6. Click on the drop down arrow in Default Format box and choose a format.
2 channel, 16 bit, 44100 Hz (CD Quality)
2 channel, 16 bit, 48,000 Hz (DVD Quality)
Note: If you want all your audio to go to the connected Bluetooth device the Right-click on the Bluetooth Audio Renderer and select Set as default device. Setting it to the default is also useful if you use a audio player that does not allow changing the output device within the program (Windows Media Player etc.) If using Foobar2000 and you want to control it separately there is no need to.

* Changing inputs on AI-301DA while playing music with Foobar2000 generated a Foobar2000 Playback error: Unrecoverable playback error: Unknown error (80070006). Follow procedure below to reestablish a connection.
* Use Foobar2000 volume control unless the device will be operating in non-exclusive mode.
* How do I know if aptX is working? When your computer is establishing connection with your aptX device, you will see a 2 second pop up of an aptX logo with a messsage saying "You have connected to an aptX enabled device". (From Azio Bluetooth FAQ)
* The AI-301DA does not seem to automatically shut off when the music stops playing as the radio keeps transmitting a signal. I had to switch off the radio to get the AI-301DA to switch off after the normal delay. Right-click on the Bluetooth icon in the taskbar and select Turn Bluetooth Radio on/off to toggle. This is not exactly what I want so I am still trying to find a way to power off the radio when the music stops (sleep).
* If switching back to Bluetooth connection after using other sources you may get a Foobar2000 Playback error: Unrecoverable playback error: Device invalidated. Follow procedure below to reestablish a connection.
Reestablish a Connection:
1. Right-click on icon in the taskbar.
2. Click on Show Bluetooth Devices.
3. Double-click on AI-301DA.
4. Double-click on A2DP (Sink).
5. Click OK after message is displayed.
6. Play music in Foobar2000.
CSR Help and Troubleshooting will be available on your computer in the program folder after loading the software. It is a good resource to check if you have issues. Right-click on the Bluetooth icon in the taskbar and select Bluetooth Settings then More about Bluetooth settings to access.

Después lo probé en Windows 8. El mismo comportamiento. Sin embargo, esta vez descubrí que en la barra de tareas -> icono de sonido -> dispositivos de reproducción -> click derecho en el perfil de alta definición -> conectar, te cambia al perfil de audio deseado, y aprovechar así la razón de comprar este dongle. Esto lo descubrí tanto dándo clicks aquí y allá como buscando en la internet, porque no es algo muy claro en las instrucciones.
En fin, el rendimiento de este dongle es muy bueno, no hay caídas de transmisión ni nada, pero la verdad es que ahora, eligiría mejor un transmisor BT con CSR con jack 35mm que es algo más portable y más universal.
