Why? Because neither the Feds or the Maryland Attorney General wanted to be bothered. An assistant to then-Maryland Attorney General Doug Gansler wrote back to the Marine and told him that office didn't handle complaints like his. The Attorney Grievance Commission also declined to get involved. But for three years after a fraudulent foreclosure, the tax bills kept coming to him.

Based on this story presenting in Bank of Crooks and Criminals by Mr. Rossignol the senior officers of the bank in question appears to have blatantly violated the civil rights of an upstanding citizen, and are possible criminally liable for their actions.
While this bank was under strict regulatory supervision and a formal written agreement with the Office of the Comptroller of the Currency (OCC), the “National Bank Examiners”, they willfully make a loan to a high risk industry, it appears a senior official for the bank altered a clients personal financial statement to get the loan approved, possibly sold a portion of this loan to an unsuspecting participating bank, told the borrower who to hire and how to run his business, declared the loan in payment default even though their borrow had not missed a payment, apparently pressured their borrower to sign a lease with the lessee line left blank (later to be filled in with what appeared to be a close friend of the senior bank official), and steamrolled the property into foreclosure despite the borrower having a private party willing to back his loan. And this unfortunate story continues from on from here.
