So bad deal, they offered what they didn't have.

I would not hesitate to order an item from this vendor.
We got rid of our first BELL hitch rack in 2004, it lasted several years and the frame was still perfect when I bought my second one . Bell dropped the ball on the design of the rubber parts on these carriers. All of the rubber parts failed one at a time, either from stress or UV damage until they were all broken. The retailers near me had no access to replacement parts 8 years ago so I bought the second one. Currently my 2004 version has more than half of the rubber parts broken on it and I find myself in the same situation, the frame is perfect but the rubber is all failing.
(REAL WORLD PROBLEMS AND SPECULATION).. Customers buy these carriers because they are looking for an economical and safe way to transport their loved ones bicycles. What you end up with is a frame with no working fasteners on it, which leaves these carriers that cost about $140 each going down the road with cords, ropes and bungees tying the bicycles to them. I think this is self defeating when you look at WHY we buy these things in the first place.
Since the metal frame lasts for years and this is a truly reliable rack I am giving it five stars. For the obvious failure of rubber parts I take away 1 star.
(PERSONAL NOTES) I guess if it last 7 years it's average cost is only $20/yr. not too shabby:)
