Considering that the author is a native of Bhopal, India, this is a surprisingly bland treatment of the devastating industrial accident that occurred in that city in 1984. Shrivastava uses Bhopal as background to his theories of how to prevent or mitigate the effects of industrial accidents in general. He dispassionately describes "multiple perspective analysis" and analyzes the perspectives of the government, company, and victims as "stakeholders" in any potential accident. Some of his suggestions are glaringly obvious or unrealistic. Better discussions of the Bhopal tragedy can be found in Ward Morehouse and M. Arun Subramaniam's The Bhopal Tragedy ( LJ 6/15/86) and Larry Everest's Behind the Poison Cloud ( LJ 3/15/86). Daniel La Rossa, Connetquot P.L., Bohemia, N.Y.
