Update....... My cat is pretty persistent. There is a gap where the paper comes out and although I tucked the paper inside the dispenser, she was able to reach in and pull it out. I went to Home Depot to look for a solution. I bought a self-stick vinyl door sweep for $2.67 and cut a piece as wide as the dispenser opening. I stuck it to the inside top of the dispeneser. I wanted this flap I added to match the color of the brushed chrome dispenser so I looked on the same aisle as the door sweeps where they keep the numbers that you can stick on a mailbox for the street address and that sort of thing. I found a self-stick silver-ish sign with an "arrow" on it for $1.19. I cut from this a strip of the silver part to cover the part of the door sweep that would be showing, and now it looks fine. I saw her once trying to get the paper out of the dispenser after I had modified it and she gave up and walked away and she hasn't bothered it anymore.
Cats are a lot of trouble...but they're worth it : )
