The vertical position is important for GPS units on the dash, while maybe less of interest for cell phones etc. Vertical position is also important for reducing sun glare through a windshield, especially on cars with steeply slanted ones virtually clear straight overhead. The old model can be modified for Garmin GPS at least, haven't tried others, as mentioned below, and get all you'd want. The new one has it all.
The sealant technology of this mount is just what a dash mount should have had years ago, but for some reason was never used -- probably too expensive. It finally supplies a practical mount that is removable from the dash and portable, as well as easily repositioned. It sticks to the dash the same as the old windshield mounts, thanks to a more flexible seal, requiring some fancy gel material apparently. They mention having it patented.

I have since used it on my new Samsung Note 2 without any problems as well. This is a much bigger phone and wasn't sure the opening would work, especially with an Otterbox Commuter case, but I still had about half an inch to spare.
Just be aware that an iPod Classic won't fit if you have it protected with any kind of case, take such case off before puting it on the holder. However, I'm sure you won't find anything better for this price!!
The phone or GPS or MP3 player sticks to the adhesive pad and stays on well until one rotates the device in the plane of its back surface. The rotation easily releases it; otherwise it stays fixed to the mount.
