The Bulman paper cutter is made out of steel, has a rod with a built-in double-edged blade for cutting paper, and accommodates up to 9"-diameter rolls of paper. The steel construction of the paper cutter provides strength to hold heavy 9" rolls of paper, while the gray powder-coated finish helps resist corrosion for prolonged use. Paper rolls fit on a dowel supported by two dowel holders on the cutter's ends; to help facilitate roll changing, the dowel holders lock in the open position. A rod runs horizontally across the paper roll to hold paper in place for cutting; a built-in double-edged blade runs along the rod and allows cutting both over- and under- hanging paper.
Rubber feet prevent the cutter from scratching surfaces when freestanding on tables or counters. The paper cutter can be installed on a counter's top or underside, or be wall mounted (hardware sold separately) to suit different applications and workspace preferences. The paper cutter is suitable for trimming butcher, craft, and giftwrap paper in schools, restaurants, warehouses, gift shops, and other commercial stores, among other applications.

Great value and quality. Rubber feet are included, but are not attached and in a small plastic zipper bag that could easily be overlooked in the packaging.
It is very long and as we only have a 24" role of paper on it, I think I could have gotten away with the smaller version.
The fact that this also assists in the tearing of paper is a bonus. The bar that goes across the roll holds the paper in place and also gives you a tension mounted straight edge along which to tear your paper. This is how art paper, butcher paper, bulletin board paper, etc has been used in schools and businesses for years. There is no "serrated edge" that someone whined about. It's not a blade. It's a straight edge. If you want a perfect cut, use a pair of scissors. This holder keeps your paper in a convenient contraption, allows you to pull off as much paper as you need, tear it off in one piece, and keeps the roll from unrolling. It's perfectly made. The little rubber feet on the bottom keep it from slipping or sliding on the table or countertop you're working from.
The key to a perfect tear is tension. Hold both corners of the piece you are tearing. Put stiff tension on one corner and begin to move the paper against the tension bar, either up or down (depending on how your roll is on the rack. I prefer to have it coming over the top so I can tear by lifting up against the tension bar). Once it begins to cut, maintain motion and tension on the corner you are tearing and pull it all the way across the bar. You'll get a perfect tear every time.
