The Hakko CHP-170 micro soft-wire cutter has an 8mm long jaw set at a 21-degree angle for flush-cutting terminal wires up to 16 gauge (1.3mm). The tool is constructed of 2.5mm heat-treated carbon steel that provides durability and long life. Precision-ground holes and surfaces provide smooth movement.
Nonslip hand grips provide comfort and control, and a dolphin-style curved fore-edge protects hands from cutting surfaces. An internal spring returns the tool to the open position, reducing operator fatigue. Parkerized surfaces prevent glare and increase corrosion resistance.

At $5 dollars, you can't beat the price.
The handles are non-slip rubber/plastic without being to sticky, doesn't attract dust or dirt.
The handles protect your palm when cutting, softening the feel when applying cutting pressure.
The blades are hard metal, and after a month show no nicking or bending. (see picture)
The blades are at enough of an angle to get close when cutting without blocking your view.
Warnings on handles reminds you to ALWAYS WEAR EYE PROTECTION and CUT WIRE MAX THICKNESS 1.3 mm
Spring back handles feel firm and just right for repeated cuts.
Only for use on small, soft wires.

I have seen some review stating the blades are uneven when handles are squeezed together (seems rare)
I've now used them while build a model and found they work very well. This was a European model kit which has soft plastic, these cutters easily handled them and cut through the plastic without crushing. The parts came away from the sprues cleanly and without effort. The handles are spring-loaded and the cutting blades, on my example, are perfectly aligned. I would readily recommend them to other modelers as a cost-effective tool for model building.
They cut soft wire equally well. I've made plenty of cat5e ethernet cables using these cutters and they cut cleanly and easily every time. No stray strands are left attached like with some wire cutters.
The handle is very comfortable and provides a nice grip in use. Also, with it being red, it's easier to find when digging around in my tool bag.
For the price, these are a great investment.

I've since learned that they are a lot more versatile, and very valuable. Yes, they allow me to cleanly and precisely cut my CAT5/6 wire pairs at exactly 90-degrees, but also allow me flush-cut plastic posts on project cases (I'm an electronic nut who builds his own projects and then jams them into existing or newly purchased enclosures).
They're good, they work well, and I would recommend them. What more can I say?
