I spent a lot of time analyzing this, the first thing I notice with cheap upscalers is the smoothing effect. Basically, move your sprite a bit, and it will be a touch blurry, when the character stops, you'll notice it sharpen up quickly. This happens on everything, it's not the most noticeable thing, but I was previously using an S-Video upscaler, and it was the same effect, but much worse on that. The colors look great, there is a little bit of added lag I noticed when comparing to my S-Video upscaler (kanex pro), so there's that. Lag isn't ridiculously bad, but it's noticeable esp when playing games like Tetris Attack, or Gradius/shmups. It's very manageable, and better than other units that look exactly like this one. This is very similar to a Panlong unit that looks the same.
All in all, I'm happy with having two of these until I decide to get an XRGB-mini Framemeister. I was able to beat Contra 3 with it, so I don't think the little lag will hold me back in the meantime. There are no zoom/scaling features, but somehow it's perfectly sized on my Vizio TV, which has very few options.
Now, the one I received does do what it's supposed to do, but it doesn't do it extremely well. I used it to hook up an Atari Mega STE to my HDTV, and while it did eventually work, it required some modification to the SCART cable to get it working. I'm sure a more 'compliant' device wouldn't have been as much of a problem. After I got it working, I tried to play a pinball game. Here's the most unfortunate point: It lags! I had a lot of trouble actually getting the flippers to hit the ball when I wanted them to while playing this game. I also noticed that fast scrolling objects on the screen left a faint 'trail' behind them, so it seems like this device tries to implement some kind of motion smoothing, which just ends up making the picture look blurry while things are moving quickly. Another unfortunate effect of this device is that things that are supposed to flicker (say one frame on, one frame off) appear as static objects with every other scan line missing, as if the converter is displaying the first scan line from frame 1, the second from frame 2, the third from frame 1, the fourth from frame 2, and so on. It seems like a weird way to do de-interlacing, to me.
I will say, however, that this device is great for getting an HDTV to sync to a video source with a slightly nonstandard signal. When I hooked my Mega STE up to my TV directly (via the Composite input), the picture gently rolled the whole time, whereas with this converter the picture was perfectly steady. As such, having this converter is better than having no converter if one is on a limited budget, but if you can afford it, I would suggest buying a better, more expensive converter. I've heard that the xRGB Mini Framemeister is the best one you can get (even though you'll most likely need a custom cable for it), but I can't afford the $300-$400 price tag, so I had to go with one of these.
The converter I got (which was purchased direct from Amazon themselves) was quite similar to the one in the picture but distinctly different. It lacked any kind of brand or model number. Everything about it was 100% generic and it showed in the quality of the item that I received. Looks like other people had this same problem.
I got an image on my screen that was automatically oriented up and to the left, no adjustment possible. There was also a considerable amount of input lag as well as a really ugly line of distortion that would occasionally roll through the image (only visible when moving). I tested this on a SNES and an RGB modded N64 with multiple SCART cables, multiple HDTVs, and all possible settings on the converter. All tests point to the problem being the converter. Completely dissatisfied with the results even though it did somewhat work.
My advice? Look elsewhere, the original item listed on this page (the CKITZE BG-460) doesn't appear to be sold anymore and instead they're shipping out stuff that looks the same but lacks any semblance of quality.
Bottom line. Framemeister xrgb appears to be the only/cheapest great option for one of these. It does come with a plethora of really nice features and takes input lag out of all retro consoles (and sharpens the image) on new TVs but it's incredibly expensive) I'd rather spend $300 on one of those than spend $60 on something that I can't use.

So when I first got this thing, I was so focused on the picture quality I didn't really think to test if this device caused any input lag. Recently, I played Aladdin for Genesis on my computer through emulation (I own a physical cartridge of this game as well) and noticed that it was very responsive, so I went back to my Genesis that was hooked up with this device, popped in Aladdin and realized that there actually is a noticeable level input lag. Now that I've noticed it, it annoys me so much that for the time being, until I come up with a better and lag-free way to play the Genesis on my HDTV, I don't think I'll be using my genesis through this box. Now I've just gone back to hooking my Genesis up to an old CRT and playing it the way it was meant to be played.
To summarize, picture quality good, input lag bad.
