About the Author
Frederick M. Hess is Director of Education Policy Studies at the American Enterprise Institute (AEI). An educator, political scientist and author, he studies K-12 and higher education issues. His books include The Cage-Busting Teacher, Cage-Busting Leadership, Breakthrough Leadership in the Digital Age, The Same Thing Over and Over, Education Unbound, Common Sense School Reform, Revolution at the Margins, and Spinning Wheels. He is also the author of the popular Education Week blog "Rick Hess Straight Up" and is a regular contributor to The Hill and to National Review Online. Rick's work has appeared in scholarly and popular outlets such as Teachers College Record, Harvard Education Review, Social Science Quarterly, Urban Affairs Review, American Politics Quarterly, The Chronicle of Higher Education, Phi Delta Kappan, Educational Leadership, U.S. News & World Report, USA Today, the Washington Post, the New York Times, The Wall Street Journal, the Atlantic, and National Affairs. He has edited widely cited volumes on the Common Core, the role of for-profits in education, education philanthropy, school costs and productivity, the impact of education research, and No Child Left Behind. Rick serves as executive editor of Education Next, as lead faculty member for the Rice Education Entrepreneurship Program, and on the review board for the Broad Prize for Public Charter Schools. The Cage-Busting Teacher is a useful book for teachers who feel stifled by the school they're in. Teachers in highly-functioning schools may not need to read it but teachers who find themselves in situations with poor communication between faculty and administration will find a lot to help them here. I found one of the best parts of this book to be the voice of teachers and administrators in Hess' pages. He includes lots of stories by teachers. As a result, the book doesn't feel like Hess ranting and raving but more like he's interested to hear what teachers have to say. For a young teacher like me, it's really great to read stories told by older teachers about their frustrations and how they worked through them.

The Cage Busting Teacher by Frederick Hess is designed to help K-12 teachers to deal with the restrictions placed on them by schools in this country. Hess defines a cage as “the roles, routines and habits of teaching that wear teachers out.” A cage buster is someone who takes initiative to solve the various problems and difficulties that he or she faces in teaching. He describes a number of actions teachers can take, including such things as “let leaders know how they can help,” “solve one problem at a time,” make it easy for leaders to say yes,” “learn how to deal with lawmakers,” and “be a partner with parents.” Cage busting comes down to “identifying precise problems, suggesting concrete solutions and understanding what it will take to make it work.” A summary of the key ideas is presented at the end of the book along with a number of useful appendices.
This book is clearly intended for teachers but school administrators and even parents can benefit from it. Teachers who feel trapped in difficult situations and don’t know what to do will especially find it to be useful. The other reviews for this book vary widely. In a sense they are all correct, teachers can and should deal with the difficulties of the profession. At the same time the book provides many good ways to undertake what is a difficult task at best and especially new teachers will gain from reading it. For many it can be a four or five star book.

Teachers have so much to focus on in their daily duties to students that they often don't have time to think about policy, rules, routines, and restrictions. In this volume, Hess takes his experience from the world of policy to help those who do the work on the ground every day to understand the "bars of the cage." This is a valiant effort not to simply tell teachers that what they already do is excellent, but rather to empower them to try to be better and give them concrete suggestions for how to make policy, rules, and routines work for them. He's set himself a tall task and rises to the occasion in this volume. Highly recommended.

As the husband of a teacher, I found this book to be really helpful. The bureaucratic structures that govern schools are hard to understand and even harder to penetrate. This book helps understand the bureaucracy and offers helpful ways of breaking through it for the benefit of teachers. This book helped me understand the real-time difficulties of teaching.

What Hess makes clear is that individual teachers make a huge difference in their classrooms and schools and communities. They do this by recognizing their realities (bars and all) and then figuring out a game plan. There are not enough name-brand organizations in public schools to improve the educational outcomes for all students. There are enough individual teachers; this book makes clear who they, how they improve systems, and provides clear suggestions for teachers looking to bust out of their cages.
