The lens doesn't focus either in automatic or manual mode.
The focus ring just spins freely.
Hopefully a second one will work..
I received the second lens from Canon today and it seemed to have the same behavior as the first, so I began to suspect the problem might be the nut behind the wheel... that turned out to be the exact issue.
The lens worked perfectly well. I had jumped to the conclusion that since the focus ring did not "lock" when placed into AF mode, then it must not be connected to anything.
My error was assuming the behavior would be similar to my older Canon lens,
