Yea sure for 35.oo what do you expect? its a glorified duffle bag ! built as good as any of the others , just smaller cubic foot.
add some more rope on the outside, to keep it from flapping about.. and put your items inside heavy duty trash bags..
wind driven rain/water will get in all most anywhere ...

Not good enough :(

The bag proved to not be waterproof in light rain (the gear inside got soaked). When pulling on a front strap to tighten it, the snap broke apart in my hand. Luckily, I keep spare ratchet straps in my SUV. Finally, I had to remount the bag several times to mitigate excessive wind noise. This is a problem I have never struggled with before.
