I'd have to say that this coat fits the bill very well. No moisture has gotten through -- it seems to bead up on the surface. Barely feel a strong wind on the body parts covered by the jacket.
As to keeping warm, I wear a flannel shirt underneath, and the cold has yet to be an issue. My hands get cold through some pretty good winter gloves far before a hint of cold comes through the coat. And although the coat is bulkier than a light spring jacket, it is far less bulky than anything I have worn in the cold before.
Naturally, the question is how low a temp can this coat handle. And that is tough to put a number on because it depends a lot on your level of activity. I'll bet I would shiver in this coat standing looking at ducks for half an hour at 15 degrees, but not feel any chill at all walking along a trail at the same temp. Do keep in mind, though, that this does not go as far down as the real arctic coats.
So what's not to like here?
Well, I see the pocket style as a tradeoff. The pockets have zippers, but also a flap covering well over the zipper. If my overriding priority were keeping things in my pocket dry, I would like this a lot. But I like to get things in and out of my pocket quickly (20 seconds is an eternity, if you are trying to photograph a bird) and so far I am finding that these pockets slow me down considerably.
The hood is worse. It is much, much too large -- it comes down to the middle of my face. There are gizmos for adjusting it, but I have yet to get it set so that I would ever put it on, absent an absolute downpour (which would send me inside). And the hood is not detachable, and just an obstacle when wearing binoculars and a camera with neck straps. And the bulk of it makes the coat feel heavier and bulkier than it would otherwise. But if I were using the coat to deal with heavy rain, I would probably change my tune.
On the whole, a very good jacket for dealing with the cold, wet, windy weather we get for a long stretch of the year, but I think their priority was to make the coat waterproof, and their tradeoffs in that direction cause me some inconveniences.
Edit 12/19/19 - Walked about a mile this morning with temp of 7 degrees F. Cold stung my face, and gloves did not keep my hands warm. But I barely felt cool through the jacket. I still say the hood is ridiculous, but the overall product is very good.
Can’t attest to how the jacket performs as I just got it, but all my other Carhartt stuff has been quality and lasted so that’s why I purchased this jacket. Feels warm and durable.
Ordered a large. I’m about 5’ 10” 185 lbs. Pretty stocky build, weight lifter type, big in the shoulders and chest. This jacket fits about perfect. Length is at pant pocket level. Sleeves down to my wrists and room across the back and chest. This is usually where I have trouble is find something to fit around my back and shoulders, this has room but not too much where it looks sloppy. Had a hard time finding sizing info pertaining to my type of build hope this helps anyone else in this category. Also the hood doesn’t seem that big as people have said.
Shoreline insulated is a great jacket for the Pacific NW. it has a look to it that can be business or work. Very satisfied with this purchase. Will probably get another one because I’m so impressed.

There is one huge issue though the hood on this jacket is stupidly big unless you wear it on top of a safety helmet, I really liked the jacket but had to send it back because of this if you snug the hood tight it comes down over your eyes and you can’t see.
Good jacket made with quality materials. Nice utility pockets and build features.
Only downside: I returned the jacket because it ran incredibly big.
I normally wear XXL and ordered my normal size to find that it fit almost 2 sizes too large. Ultimately I returned the item and decided to go with a different make.
Order down at least one size.
