Pavlina R. Tcherneva is a U.S. economist, specializing in Modern Monetary Theory and public policy. Her book The Case for a Job Guarantee is one of The Financial Times best economics books in 2020. It is the ultimate guide to the benefits of one of the most transformative public policies being discussed today around the globe. She has worked with policy makers from the US and abroad on designing and evaluating employment programs and frequently speaks at Central Banks on Modern Monetary Theory and macro-economic stabilization policies. Tcherneva’s first book Full Employment and Price Stability (2004) is a rare collection of writings on employment and inflation by Nobel Prize winning economist William Vickrey, adapted for the modern day.

I never write reviews, I am doing so in this case because this book is so important. The U.S. has lost 16.6 million jobs since February. The official U-6 unemployment rate is 18.0%. If ever there was a need for a job guarantee, JG, it's now. During the Covid-19 Crisis, millions of precariat workers have been been forced to choose between their health and their jobs, an agonizing dilemma for them, their families, co-workers and communities. A JG will give them much more power and control to make that choice. It would provide them with a living wage and benefits, including health care. It would be run locally doing socially useful work. It will keep the newly unemployed from becoming unemployable. It will especially benefit those who need good jobs the most, including people of color. The book is extremely well written, it covers all the issues, including the costs,, based on research by the author and her co-thinkers over many years. It is very short, and extremely affordable, especially the Kindle edition. If you buy it and like it, I suggest you buy two more copies for for your local Congress person and Mayor, Congress needs to pass a JG ASAP, hopefully no later than Jan 2021. JG is not a panacea, lots more needs to be done, but it's a great start. It's the right thing to do, both economically and morally.

Excellent and Timely Introduction to the Job Guarantee

I've been reading materials on the job guarantee for sixteen years now, and I have followed Professor Tcherneva's scholarship over the past decade. This book is the culmination of many of the papers she has written over this time. It is an excellent introduction to the economics behind the desirability of a job guarantee, so it is a perfect book for people who have little or no understanding of the topic. Those who have been reading about the job guarantee probably don't need a nudge for them to read this book. Also, this book is written for those who have no or little training in economics. Nevertheless, those who have some training in economics and professional economists can get a great start on the topic by reading this book. Professor Tcherneva cites most of the important work that has been done in the field since Philip Harvey published Securing the Right to Employment. Finally, Professor Tcherneva clearly discusses why a job guarantee will be an essential component to a technological ecological transformation (Green New Deal). I was looking forward to this book, and it was an informative read.

Succinct and easy reading. Great points from one of the premier advocates of a Fed job guarantee program. We CAN afford to have nice things. It's called MMT, being the sovereign currency issuer. The Fed govt doesn't borrow money, it spends it into existence. Don't be fooled by the old "how can we pay for it?" rhetoric. Notice how they never ask that when it comes to the military? And we never go broke or have Weimar inflation. MMT is how money works in the U.S.A.

For decades, our government has intentionally kept millions of people unemployed. The publicly stated reason is to control inflation, although evidence and recent admissions by central bankers show the hollowness of that justification. An unstated reason is to suppress wages. As long as there is an army of people desperate for work, employed workers won't complain too much about their jobs or compensation.
There is a better way, as Tcherneva outlines in her book. Her proposal for a federal job guarantee, if enacted, would benefit practically everyone. It would largely eliminate all of the socioeconomic pathologies associated with long-term unemployment - by eliminating long-term unemployment. Workers would enjoy better working conditions and benefits. Employers would have happier and more productive employees. Businesses would have a larger and more prosperous customer base. Recessions would be less likely, less severe and much shorter. Read this book!

I totally agree with the conclusions that a job guarantee is economically and morally critical. Great book overall. I wish the author had spoken more about MMT - just saying "we can pay for it because MMT" I suspect isn't terribly convincing to most, true or not. It was also a bit repetitive, I would prefer more aggressive editing, although the book overall was pleasantly short.

Also, the kindle sample doesn't even let you read the preface or any of the chapters. That needs fixed.

This is a blistering analysis and takedown of orthodox economics in general and of the American employment system specifically. Dr. Tcherneva leaves no stone unturned exposing the ridiculous myths that surround UNEMPLOYMENT and why American policymakers continue to choose that over a federal job guarantee for those who want to work but can't find work (older Americans, the long-term unemployed, formerly incarcerated, AA and other people of color, LGBT, people with disabilities, first nations, etc.). The only thing I think she underestimates is the number of people with advanced degrees who are unable to secure meaningful employment in their fields of specialty. This book is well written. Straight forward and easy to read in just a few hours.

The Case for a Job Guarantee, written by leading economist Pavlina R Tcherneva, is one of the most uplifting books I have read in many years because it shows that unemployment and all the ills for individuals and societies that come with it are easily avoidable. It is also short, readable and blessedly free of jargon.

The author explains very clearly and succinctly how the US Government – and any other government that issues its own currency – can eliminate unemployment, stabilise the economy and get a green new deal moving at the same time. Tcherneva is a proponent of Modern Monetary Theory (MMT), which argues that what such governments can “afford” is limited not by money but by the real resources available to be bought with the money they create.

Current economic policy explicitly uses unemployment as a tool to control inflation based on the dubious idea that there is a sweet spot, a magic percentage of people out of work, that keeps wages down and prices stable. Tcherneva shows that this sweet spot is fictional, and she presents the Job Guarantee (JG) as an alternative that offers jobs with decent pay, conditions and benefits to everyone who wants one. In effect, it is a buffer stock policy for labour, but one that pays people to do something useful and rewarding rather than to do nothing or to jump through exhausting bureaucratic hoops to prove that they actively looking for work.

Because it would pay the living wage, $15 per hour in the US for example, which would be reviewed every few years instead of being index linked, she argues, the JG would put a firm floor under workers’ earnings without adding long-term inflationary pressure. It would also act as an economic stabiliser because the number of people employed in the scheme would rise when the the private sector sheds jobs and fall when firms start hiring again.

While the national government (the currency issuer) would provide funding, local governments and voluntary organisations would be best able to decide what jobs need doing in their areas, Tcherneva writes, with a strong emphasis on caring for people and the environment. This where the JG would dovetail with a green new deal, drawing on experience of successful schemes from history such as the Civilian Conservation Corps created by President Franklin D. Roosevelt in 1933, and more recent initiatives from around the world.

The only thing I feel is missing from the book is a discussion of an Unconditional Basic Income (UBI) and how it might complement or conflict with the JG, as there is an ongoing debate between proponents of the two big ideas.

However, everyone should read this book. The JG, integrated with a green new deal, is the single most important policy governments can implement to improve the human condition.
