The way it works is to put an inch or so of water in the bottom of the pot, put the steamer basket in, then put the veggies in the basket.
I like to put enough water in the bottom of the pot so I can just see it through the holes in the basket (it is even with the basket bottom) so I can keep an eye on the water level. (Just remember, don't put so much water in that it covers the veggies, you want to steam it not boil it. Also make sure you have the top on the pot otherwise you will 'steam' all your water out in no time.)
The veggie basket is big enough to fit a large pot so it can be fully opened for times I am doing a larger batch or I can just stick it in my medium pot for a fewer veggies. (When you put the veggies in, they don't have to be single layered but just try not to pack it too tight so the steam can cook it evenly.)
So far, I haven't had any issues with it falling apart or rusting (or any other problems for that matter) so I am giving it 5 stars and will edit if I need to down the road.
The ends of the legs aren't smooth and it's like nails on a chalkboard when the basket rubs against the pot.
The handle is too short; I have to dig for it with a fork to remove the basket.
It still "works" a few months later, but I'm throwing it in the recycle bin and replacing it.
