Won't stay on sander

I have a Bosch random orbit sander with a new pad on it. When I tried the first piece of this product, it did not produce any dust to speak of and when I lifted the sander from the workpiece, the sandpaper flew off. (No damage to me or anything else, fortunately.) I thought that it might be the new pad, so I tried the old pad and it wouldn't stick there either. So I tried another brand of sandpaper, which stuck properly. You may have a different result, but this went back to Amazon immediately.

The quality of the sandpaper given in this package are all over the place. Many don't have a good velcro backing so it doesn't stick to the orbital sander. And many of mine also came with a white paint on it. It looks like about 25-35% of the sandpaper is unusable.
