The escalating tensions between India and Pakistan have received renewed attention of late. Since their genesis in 1947, the nations of India and Pakistan have been locked in a seemingly endless spiral of hostility over the disputed territory of Kashmir. Ganguly asserts that the two nations remain mired in conflict due to inherent features of their nationalist agendas. Indian nationalist leadership chose to hold on to this Muslim-majority state to prove that minorities could thrive in a plural, secular polity. Pakistani nationalists argued with equal force that they could not part with Kashmir as part of the homeland created for the Muslims of South Asia. Ganguly authoritatively analyzes why hostility persists even after the dissipation of the pristine ideological visions of the two states and discusses their dual path to overt acquisition of nuclear weapons, as well as the current prospects for war and peace in the region.

Since 1947 and independence from the British, India and Pakistan have gone to war in 1947-48, 1965, 1971, and 1999. With the exception of the 1971 war over East Pakistan, the occupation of Kashmir has provided the focal point for each conflict. Ganguly (Asian studies and government, Univ. of Texas, Austin) presents a concise, dispassionate summary of each Indo-Pakistani conflict. With Kashmir always in the foreground, he destroys as a basis of conflict the popular, monolithic view of Pakistan as an Islamic state and India as a secular entity. Probing deeper, Ganguly contends that Pakistani aggression has emanated from a false sense that India was too apathetic to meet a military challenge. He convincingly argues that this poor military analysis is rooted in the arrested development of Pakistan's democratic institutions. In the case of the 1999 Kargil conflict, Ganguly, however, points to Indian complacency as the root of Pakistan's perception of India's weakness. A Clear Account of Indian-Pakistani Conflict and Tension

Sumit Ganguly takes the complexities of South Asian politics and paints a clear, chronological account of the wars, crisis, and highpoints in the history of India and Pakistan since their independence in 1947. Every sentence, every paragraph, and every statement is a clear and neutral account of the conflict and why it is so difficult for either party to disengage from such a long running rivalry.

Ganguly's point of view is something of a level headed outsider and he carefully explains the conflict in relation to the larger Cold War.

This book doesn't have a detailed account of the military actions in the several wars, only highlighting the general trends and military operations that spoke to significant political themes.

It helps to have a good idea of the general picture of South Asia before reading this book. It is good to know who the major political leaders of India and Pakistan were and it is essential to have a mental map of the key areas mentioned.

One comes away from the book with a deep appreciation for the soldiers, statesmen, and diplomats of the subcontinent. They have managed the conflict with a fair degree of courtly manners. The deep seated conflict on the whole is Westphalian, chivalrous, and calmly managed. It has none of the Trotskyite, permanent revolution based on a false ideology that seems to characterize the foreign policy that the United States takes on from time to time.

Sumit Ganguly does a worthy job of detailing the tensions between India and Pakistan since independence from Britain. He is very thorough. However, if you have little knowledge of international affairs, you will be out of luck. The book is not for the casual reader; Ganguly is assuming you know your stuff before you read. It would help to brush up on the Soviet and US administrations, their policies in South Asia and even the Sino-Indian war of 1962 before reading this book. He will talk about the Nixon administration's policy vis-à-vis Pakistan or India and then the next page go back and talk about Eisenhower's policies toward them. The chapters are written chronologically, but Ganguly does go back and forth within them a bit. This may be unavoidable considering the picture he is trying to paint, but nonetheless a heads up.

Also, an index of maps would have been greatly appreciated. There are many mentions of border areas in India and Pakistan with Bangladesh, China and Afghanistan. Most appreciated would be detailed maps of the Lines of Control within Kashmir. These maps would facilitate his very detailed writing.

Good if you are interested in Political aspects of the conflict

First, for a book on over 60 years of conflict which covered the independence and creation of 3 new countries you would think Mr Ganguly could find a few maps to help a reader understand the geographical and line of communication challenges facing the Indian and Pakistani forces involved in the conflict not to mention the changes that resulted after each war.

Second the book focuses on the political issues that led to the series of conflicts that led to four wars and the creation of Bangladesh from what was at one time East Pakistan. If you are interested in the military aspect a recommend looking at other books on the topic. This book is more quick summary of the political climate the arose from Britain granting India it's independence, the creation of Pakistan and the miscalculations made not only by Indian and Pakistani leaders but by the superpowers. For the money I would not recommend purchasing this book (132 pages of older content supplemented with a new 10 pages chapter which summarizes events since 2000).

If you have an extensive library on the Indian and Pakistani region and are interested I could see you wanting to add this to your library. If any of you have recommendations for books that focus on the military aspect of the Indian/Pakistan conflict I would welcome them.

An example of how disappointing this book is to me ("Meanwhile, another major tank battle emerged in the Sialkot sector") which is how this book described what at the time was the largest tank battle since the battle of Kursk.
