The only drawback is that it needs an update. The book was published in 1999 and the world has changed significantly. The Dollar has lost 50% of it's value... though it still has about a 10 to 1 ration over the peso. Many featured areas have seen large influx of "gringos" and that has driven real estate prices significantly higher (i.e.: Puerto Vallarta, San Miguel, Lake Chapala, etc.). So don't count on finding cheap land or housing any longer.
Still, expats are treated graciously and welcomed... especially if you decide to meld into the existing culture. I would also suggest "Gringos In Paradise" as another good read and refer to numerous websites for contemporary information .
This is an excellent book if you are researching places to retire on an international level. However, don't plan on using it as a step-by-step guide for your move. Many of the websites and other contact information have fallen out-of-date as well as the information regarding technological advances in the country. However, way of life has changed little over time.
I have been living and working in México for 5 years and believe that this book would have been invaluable for us when we were first considering and then making the transition.
