You can play on three skill levels and each one walks you through each step to building up your civilization. You have build buildings and also give the townspeople what they need. Overall, this game is challenging and fun and not hard to learn at all. There is not much difference between each skill level but all three levels are fun. You can also play without the step by step help, but I have not tried that yet. This game is definately worth getting!
The storyline involves two royal brothers vying to explore new lands to produce food and goods for a failing kingdom. There is a nerdy advisor, a cheeky lady pirat-- er, privateer, and various other characters who might be friends or adversaries. The cutscenes are drawn in a fairly realistic style (not as cartoonish as many), and I felt that the balance between gameplay and cutscenes is about right.
Consider this a great example of edutainment... resource management and exploration involve careful planning, especially on the harder levels. Everyone in my family loves it.
(Tip: Anno 1701 for the DS is very similar... just a different era. These games are both available for PC as well, if you go for gorgeous graphics... but I really think they've done a great job with the handheld version.)
