My review stands but for one last detail that is causing me to reduce to three stars.

I have found that the box that the computer arrived in was conatminated with ROACH EGGS that have now hatched. I found this out this week. So far the infestation seems limited to the packaging. Of course I've taken precautions with the computer itself but this was a disheartening find to say the least.

If the outbreak reaches my office from the computer I will be asking for a refund.

Beware!

Mine arrived earlier than expected, professionally packaged and ready to set-up. There was some questions regarding EXACTLY what I was buying but rest assured I received a pristine computer, spotless inside and out with:
an i7 processor
a 512gb SSD
16 MB RAM
a wireless usb antenna adapter
a keyboard
a mouse
8 usb ports
and Windows 10 Pro OS with instructions on how to activate Windows. (Read these - I did not and embarrassed myself by contacting Support)

Downsides? No HDMI so it's VGA all the way. I believe all of the USB ports are USB 2.0 (no USB 3.0 and no USB C). The keyboard and mouse that were shipped are VERY cheap and are wired. Not an issue for me but be aware.

I replaced a Lenovo AIO which was convenient but generally underpowered with several OS / performance issues. This Dell screams performance. I read one review which complained that the computer is noisy. The one I received has 2 fans which are very quiet and not a bother at all. It also has an SSD which is silent. The external wifi adapter takes up a USB slot but works great, better than my AIO's internal wifi card / antenna.

From all indications the reseller, TekRefurbs_Certified is reputable and ships reliable, well reconditioned equipment. I wrote a tersely worded email to their Support desk before discovering that "problem" was self-generated. Knowing that they still replied promptly with courtesy.

If you're seeking a great performing desktop that appears to be reliably well-conditioned you may confidently consider this one.

Not a winner at all

I am old enough to know that rebuilt, renewed or refurbished electronics are a crap shoot at best. However, because of the positive experiences I have had with Amazon, I decided to take a chance and order this computer. When I unpacked it, I noticed it was very loosely packed. A small box containing the computer was inside a much larger box with only a wadded up piece of wrapping paper as a buffer. Upon setting it up, it was unable to connect to the internet. The troubleshooter said to connect using an Ethernet cable. I called my much more tech-savvy son and we spent time looking and determined that the machine was not WiFi capable, although it was advertised to be. I decided to order a USB wireless network adapter and overlook that. After spending considerable time setting up my browser, downloading antivirus software, etc., I tried to load a couple of programs from disc, one CD, one DVD. Multiple efforts with both were unsuccessful. Finally I tried to play a conventional CD and DVD without success and concluded the optical drive did not work. A call to the seller went to voicemail. In summary, my son and I burned considerable time in a no-win endeavor and I am most definitely NOT a happy camper. I will never again buy refurbished electronics from Amazon or anyone else. The only redeeming factor in all this is that the return process was not difficult.

The computer was very poorly packaged and sustained a large dent, for which the seller was barely apologetic. The CD drive also gave out almost immediately, but the seller sent me a new one. Other than those minor issues, this is the best computer I have ever had! SSD is the way to be! It starts up crazy fast, runs quiet, and just plain works. Loving it!

Computer arrived and tried to put it to use right away. First problem was that the Ethernet port would not work. Tech support said I could return for exchange or use the WiFi setup. I used WiFi rather then return. Second problem the DVDR was not recognized by the system. In fact it appeared to be broken and pushed in to the computer case. The computer was suppose to be refurbished but with this problem I doubt it was even looked at. The company that did the work was TekRefurbs. Avoid them.

I'd recommend this. Also it does not have an HDMI port it is a different type of Port that I've never used before but you can get a converter

It would be a fair assumption that a seller with consistently high ratings isn't poised to rip you off - so, it's difficult to understand why they would load an operating system onto a refurbished device which does not support it; The Optiplex 990 is not on the approved Windows 10 list by Dell, as such, the network and printer drivers will.not.work. Further, calling all numbers listed for support by this vendor failed. No answer from Thursday through the following Tuesday. And to top it off, when I contacted Dell to purchase a support plan, it was not possible because the registered owner of this machine was still the US Federal Government. In my experience, this seller couldn't care less about customers, and is banking on the uninformed to just hand over their money, no questions asked.

Keep in mind that the 4 star review is only because of the time it took to ship the computer. The computer itself works exactly as described. The hardware was as exactly described. I wasn't a fan of the short chord on the mouse, but that's not a huge deal breaker for me personally. The performance of the computer is perfect for someone looking to run an image or audio manipulation program such as Photoshop or FL Studio. It'll run some games pretty well, but is not a gaming computer so it will lag in many popular games. The hardware could easily be upgraded as well in the near future if/when needed.

July 10th, 2020- The faulty computer forced me not only to report the problem via email but phoning the tech support (1-855-955-8324). The unit never worked upon arrival. No signal to monitor (probably video card issue). After putting me on hold for 30 minutes, the guy with heavy East Indian accent asked me if I would like to get a label for the return of the computer? When I said YES, he asked me to remove my earlier comments about how faulty this computer is and how unsatisfied I am before sending me a label for the return of the item. This is another horrible thing you might be facing. Not only their product could arrive faulty but you may be forced to spread lies.

Defective hard drive. Cheap part.

The computer arrived with a defective hard drive. It was very unstable and unusable. We had to buy a new hard drive to solve the problem. Cheap SDD inside, see photos.
I told them that I had to change the SSD and I received a prefab or automatic response where the seller did not even mention the problem...
I have requested a return and I received a UPS label. I have to pay for the return shipping, so I decided to keep the computer with the new HDD that I bought. I hope it will still working in a couple of months.
I will not recommend this seller to anyone. Amazon should check the quality of the products sold on their platform. This one is far from good.

3 stars for the computer, 1 star for the shipper, therefore result is 2 stars. Funny keyboard has no [Delect] key, and it does not display the [?] sign on the [?] key. Cheap mouse. Cheap WiFi dongle. No Bluetoorh. Resolution is only 1680x1050, and I have expected at least 1920x1080 from a desktop computer. When I tried to return it for a refund, to my horror I found out that I have to pay for the return shipping. I have dealt with Amazon for nearly 10 years, and this is the first time that I have to pay for return shipment for refunds. The main reason that I stick with Amazon is their no hazzle and no cost refund policy, which enables me to purchase things that I have never seen/touch.

I received it today, It won't start up I had a blue screen and keep looping on that screen no matter how many time I had restarted it. The SSD is Haajan (never have hesrd of it before) kayboard and mouse are of the poor quality also.
it does not mush the description. I don't recommand dealing with them.
