This book analyzes the structure of the Department of State at every stage of our national growth. It tells what duties the officers perform; it includes a critical comment on each of the Secretaries, describing his personality, relating his principal acts, and evaluating his relations with the President. Finally it gives a brief summary of the contribution made by various Secretaries to the development of international law.
