Displacement has traditionally been conceptualized as a phenomenon that results from conflict or other disruptions in developing or unstable countries. Hurricane Katrina shattered this notion and highlighted the various dilemmas of population displacement in the United States. The book was insightful and pointed out some of the concepts and theoretical approaches such as hazard mitigation and sustainable reconstruction and recovery that still seems to have eluded policy makers and practitioners in the United States until recently. However, the author did not effectively link the new directives (PPD-8 and National Preparedness Directives/Policies) to the dominant theme of the book. Some of the EM principles she noted were outdated and not current (i.e., not noting Protection or Prevention as new spokes in the wheel for EM). Again the book was very helpful as a reference tool, but clearly not written by a person with experience as a practitioner or with an understanding of the new emergency management academic domain.
