Questioning the wattage rating

Looks good..packaging by Amazon is outstanding. System looks well made. The charge controller isn't as robust looking as others i have seen but it's performance is what is important to me.
I am holding off giving this unit 5 stars until I can figure out if it truly does deliver 100 watts. I have a very accurate voltmeter and two different shunt meters to read amperage.
I used some 12 volt motorcycle batteries to test the panel in full sun. On the battery with 11.9 resting volts I measured 1.5 amps at 13.9 volts. With a different battery with a resting voltage of 12.5 volts I only measure 0.5 amps. I started adding greater loads to see of I can bring up the amp reading because as of right now I am not getting anywhere close to 100 watts. After hooking up a greater load (110 volt inverter hooked up to a 100 watt soldering gun) I was able to get the amperage up to 2.4 amps (before my inverter started beeping). Still way below the 100 watt rating.
Question for those more technically advanced than me:
How can I properly measure this solar panel setup to confirm that it does indeed generate 100 watts?
I have a voltmeter and a couple shunt meters that can accurately measure amps.
