So, I think to myself: "hmph, why not, I'll buy this little fan to replace it. Even if it doesn't do anything, the price was low enough that I don't care, and everyone rates this Evercool fan pretty highly. "
So the fan arrives. I plug it in to a molex connector, just to see how much air it blows. Well, it's much, much, much, much quieter than the fan I had, BUT, it seems to blow less air? Is this just a psychological trick of its quietness? I do a few tests, and it really DOES seem that it's much less air. So I am very perplexed, but install it anyway. I didn't expect it to work as well as the original fan I had.
Well I don't know what kind of magic is involved. This fan, even though it seemed like it was doing less air blowing to me, is about two million times better on my CPU. At full blast, I can't even hear it, but not even THAT matters, because I rarely have to crank this fan over 50% to get way more cooling that the other fan had on 100% and 15 more dB of noise.
So I can't explain it. It just must be a good design that gets the best bang per buck for the air it does move, because I am positive there was nothing wrong with the CPU heatsink/fan mounting, and thermal compound. A vast improvement, money well spent. Buy buy buy.
Replaced the bad supply first, then the fans; I went with these because stock fans are too loud, and this switch will be sitting out in the open rather than baking in a rack like they were designed.
In my application, I broke the plastic on the connector to make the plug fit; didn't have to re-solder anything.
Might have stuck with the original part if this was on a business network; but then I might've bought a working switch in the first place, too.

only con is that cable is a little long and wish it was sleaved but what can you expect of 5 dollar fan.
