Mr. Büchi was involved in the government under General Pinochet during the 1973 to 1990 era. Chile had a history of going left to socialist ideas, and the country was doing poorly economically as was to be expected from socialism. When Allende took over, he went further socialist, and faster, speeding up everything with the expected disastrous consequence for the economy. General Pinochet led a coup and thru out Allende. Mr. Büchi had a number of different jobs over the years, starting at the undersecretary level, and moving up. His story is about how the government under Pinochet had only one goal, making the government and the country work better for the citizens. In particular, make it work better fro the poor. They changed the education system where disproportion amounts of money were going to collages, to spread the money to the lower level. In the process they moved the average education level for county from 4.5 years to double. Over time though, they lost some traction back to the collages who again captured more money than was deserved. They changed the health care system, and drastically cut the infant mortality rate, and made more health care available to the poor. They changed the labor system to employ more people and cut the unemployment as the first priority, as opposed to raising the salary of those who already had jobs. All in all, the goals were were to improve peoples lives, and not worry about who got the credit. In particular, the author worked to stay out of the limelight, and just do a good job. All in all, a good story of how a collection of hard working and dedicated people made some changes to the culture of Chile, and improved the country and the lives of the people. Unfortunately, after a democratic government was put back into place, the socialistic crap from previous years popped up again, and slowed up the countries progress.
