Mercedes Lackey is a full-time writer and has published numerous novels and works of short fiction, including the best-selling Heralds Of Valdemar series. It can be read without knowing the series.
To dissect the claim, the stories are well-written, interesting and seem original. If you want to stretch the term a little, they all feature Elemental Magicians if they aren't precisely called that. But only four are set in "steam-age Britain". Seven take place in roughly the same era on the North American Continent and one other in Paris. Two in an earlier London, one in and on the English Channel, two in what appears to be medieval Germany, one in c.524-c.490 BCE and one pre-Columbian Aztec story.
If this seems to ask for "a foolish consistency" which Emerson called "the hobgoblin of petty minds," then enjoy the stories for the writing and plots. If the appearance of the cover illustration and the blurb bother you, then you might suggest to the publishers (DAW) and the editor (Mercedes Lackey herself) that they keep their cover illustrators and text writers under a little tighter control.
