The Rwandan genocide of 1994 has been called the “fastest, most efficient killing spree of the twentieth century. In 100 days, some 800,000 Tutsi and politically moderate Hutu were murdered. The United States did almost nothing to try to stop it” (U.S. Ambassador to the United Nations Samantha Power, writing in 2002). In their book, Enduring Lies: The Rwandan Genocide in the Propaganda System, 20 Year Later (The Real News Books), Edward S. Herman and David Peterson challenge these beliefs. Edward S. Herman is professor emeritus of finance at the Wharton School, University of Pennsylvania, and has written extensively on economics, political economy, and the media. Among his books are Corporate Control, Corporate Power (Cambridge University Press, 1981), The Real Terror Network (South End Press, 1982), and, with Noam Chomsky, The Political Economy of Human Rights (South End Press, 1979) and Manufacturing Consent (Pantheon, 2nd. Ed., 2002). David Peterson is an independent journalist and researcher based in Chicago. Together they are the co-authors of The Politics of Genocide (Monthly Review Press, 2nd. Ed., 2011).

    If you are familiar with Herman's earlier work with Noam Chomsky - "Manufacturing Consent" - you are aware of his gifts as a researcher and analyst of media lies and manipulation. As someone who reads massive amounts related to global events, I must say I'm ashamed that it took me this long to really explore the Rwandan Genocide narrative that for so long has been taken as truth in the West. In retrospect I suppose I should not be surprised as I have yet to encounter an honest mainstream media depiction of the West's exploitation of developing nations. Yet I was shocked and surprised to see the level of complicity by Western governments, media and human rights organizations in portraying a narrative that simply is at odds with actual events on the ground in Rwanda and neighboring Congo, and which involved the deaths of so many innocents. The truth is never so old or out of date as to cease to be important. Understanding what actually happened in Rwanda in the 1990's is key to understanding U.S. and Western efforts to destroy Libya as a nation more recently, and to continue to dominate Africa to this day. An excellent work of scholarship that deserves a wide readership.

    This book is putrid revisionist history written by two whites who are trying their hand at propaganda for wicked political purposes. Their argument first emerged in France, which after more than two decades, is trying to absolve its own culpability in one of the worst genocides known to humankind. France provided weapons to the murderous Hutus and has never paid for the crime. This poorly written book is full of smelly lies, and like any attempt to rewrite history, has an awkward premise -- blaming the victims. It's the same as saying the Jews were not killed in the Holocaust and that the Jews killed 6 million Nazis. Saying the Tutsi ethnic group killed the Hutus is an outrage. How do they explain the small Tutsi population today? By any measure, it is infinitely smaller than the Hutu group, which relentlessly rampaged through cities and rural regions, machetes in hand, and slashed the Tutsi people to death.

    This book points out a lot of facts and basically things that are pretty much common knowledge. I just dislike the tone, the bias. The author lacks objectivity and just turns the book into a propaganda, ironically. Good read anyway for those who are seeking to understand the Rwandan Genocide and the conflicts that ensued before or after.

    1994年に起きた「ルワンダのジェノサイド」については、この本の著者が言うところの「標準モデル」を疑ってはいけないことになっている。何しろ2014/04/16に採択された国連安保理決議第2150号「ジェノサイドと戦う為の再誓約」で、この件に関する「歴史の明確化」が要求され、この標準モデルを各国は受け入れなければならず、これを否定する者は無条件で非難されることが決定されたのだ。つまり「異論が許されない絶対的な歴史的真実」なるものが、政治的に決定された訳で、ここまで異常な措置は、ナチのホロコーストに対してすら行われたことは無い。単なる事実の筈のものがここまで政治化されたこと自体が、国連を私物化している連中が、この「ジェノサイド」の真相が暴かれることをどれだけ恐れているかを物語っている。
    　
    　ルワンダのジェノサイドに関する標準モデルの物語はこうだ：多数派を占めるフツ族と少数派のツチ族の対立が続くルワンダで、フツ族はツチ族を抹殺する陰謀を計画していた。フツ族の過激派は1994/04/06、ツチ族に対して融和的なフツ族のハビャリマナ大統領と、ブルンジのシプリアン・ンタリャミラ大統領が乗ったジェット機を撃墜し、これをツチ族の犯行だと主張することで、ツチ族と、穏健なフツ族に対する大量殺戮を開始した。虐殺は100日もの間続けられ、死者の数は80万とも110万とも言われている。この「ルワンダのジェノサイド」は、ポール・カガメ率いるルワンダ愛国戦線（RPF）がジェノサイド犯達を排除し、国を解放することでようやっと終息を迎えた。

    　だが本書の著者達は以下の点を指摘することで、この公式の物語に真っ向から異を唱えている。

    　・見せ物裁判だったルワンダ国際戦犯法廷の検察側は、ハビャリマナとンタリャミラ両大統領を暗殺したのは、標準モデルが主張する様なフツ族の過激派ではなくRPFであることを示す強力な証拠（口封じの為暗殺されることを恐れて逃亡して来たカガメの元部下達の証言等）を入手していたが、主任検察官ルイーズ・アルブールは米国大使館に相談した後でこの証拠を握り潰し、暗殺の犯人を突き止める調査を打ち切るよう命じた。

    　・暗殺の報が届いた時、ルワンダ国軍は周章狼狽して為すところを知らず、脱走が相次いだ。事前にジェノサイド計画を立てていたとしたら余りにお粗末な展開だ。対照的に米国で軍事訓練を受けたカガメ率いるRPFの方は規律が取れており、直ちに組織的な殺戮を開始した。

    　・RPFは1993年に結ばれたアルーシャ合意（和平協定）を逆用して、キガリに軍事拠点を築いていた。RPFが攻撃準備を整えていたことを、国連平和維持軍は把握していた。

    　・標準モデルではフツ族過激派がツチ族と「穏健な」フツ族を殺害したと云うことになっている。だが当時の複数の人口統計データを見ると、多少バラつきは有るのだが、ツチ族の人口は「ジェノサイド」の前は50～60万、後は30～40万となっており、どの数字を見ても、「ジェノサイド」期間中に死亡したツチ族は10～20万と云う結果になる。他方、全体の死亡者数は50～200万と更に開きが有るのだが、これらから10～20万を引いた数字が、フツ族の死亡者数を示すことになる。後は小学生でも判る算数の問題で、どのデータを取ってみても、死亡者数はツチ族よりもフツ族の方が遙かに多い。これは標準モデルの物語とは著しく乖離している。

    　・1993年のアルーシャ合意は、ツチ族との共存を望まないフツ族の過激派にとって望ましくないものだと標準モデルでは言われているが、実際には和平合意が成ってしまうと都合が悪くなるのはツチ族の方だ。ルワンダは約9割がフツ族、約1割がツチ族、残りの超少数派がトゥワ族なので、普通に選挙をやったら、カガメが大統領になってツチ族がフツ族を支配する構造を再建するのは先ず不可能だ。選挙を経ずにカガメが実験を握る為にも、フツ族の排除は必要だった。

    　・米国務省の極秘メモは、RPFがフツ族の市民に対して民族浄化を行い、殺害の95%がRPFによるものであることを認めている。

    　・1995年の国際会議で国連事務総長のルワンダ担当特別代表シュライヤ・カーンは、事前のジェノサイド計画は存在しなかったと結論付けている。

    　・標準モデルの支持者が「15人の被告を有罪判決に追い遣った圧倒的な証拠」を主張することも有るが、15人の被告の誰一人として、「ジェノサイドに関与する陰謀」の罪で有罪判決を受けてはいないので、これは端的に嘘だ。全員が無罪か取り下げになっている。

    　・ツチ族に対する抹殺計画が存在した証拠だと主張される「ジェノサイド・ファックス」に関しては、著者は他の記録と整合していない等の事実から、「ジェノサイド」前の1月ではなく、「ジェノサイド」後の11月に挿げ替えられた捏造文書だと結論付けている。それに仮にこの文書が本物だったとしても、証言者が証言しているのは、単にキガリに居る全てのツチ族を登録せよと云う命令が下されたと云うことだけで、それが抹殺計画の為だと云うのは、その証言者（使い走りのボーイ）の純然たる推測に過ぎないと云うお粗末さだ。

    　要するに、「ジェノサイド」の主犯はアルーシャ合意を拒否し、殺戮の前や最中に交渉を拒否したRPFだったのだ。この主客が完全に転倒したジェノサイドに於て、RPFが果たした役割とは何だったのか。標準モデルからすっぽ抜けているのは、ルワンダ愛国戦線（ウガンダ人民防衛軍が改称したもので、ルワンダ独立後にウガンダに亡命したツチ族が主体）が1990年以来、ルワンダに対して侵攻を仕掛けていたと云う事実だ。1994年の「ジェノサイド」は、この侵略戦争の総仕上げだった。
    　
    　ルワンダに於ける人権侵害に関する国際調査委員会は、早くも1993年の段階で、RPFではなくRPFに攻撃されているハビャリマナ政権をジェノサイドの罪で告発していたが、これがRPFによる更なるフツ族殺害にお墨付きを与えることになった。

    　ルワンダの隣国、ブルンジでは、1993年にフツ族初の大統領となったメルシオル・ンダダイエが、同年ツチ族の強硬派によって暗殺された。その後の流血沙汰で約5万人が死亡したと見られているが、大量の難民（国外難民が58万、国内避難民が100万）が発生したことで、この影響は近隣にも波及することになった。1994年3月の時点で、ルワンダにはブルンジから逃れて来た約26万人の略フツ族の避難民が居り、それに加えて既に35万人もの国内避難民が溢れていた。

    　米国のクリントン政権は国連に圧力を掛けて平和維持軍を撤退させたが、それは標準モデルが主張する様に、フツ族によるツチ族に対する抹殺計画を予測出来なかったからではない。抹殺計画を立てていたのはPRFの方だ。米国の措置は、RPFがフツ族を殺戮する間、平和維持軍が手出ししないようにする為だったのだ。「米国が関与していればジェノサイドは防げた」どころの話ではない、米国は実際にはジェノサイドが順調に行われるよう、積極的に関与していた。

    　そして米国政府は7月に、PRFが勝利宣言を行って10日も経たない内に、ルワンダ暫定政府を否認し、RPFこそが正統政府であると宣言した。そして更なに巨大な惨劇がここから始まる。

    　どれだけ殺戮を行っても完全に御咎め無しとのお墨付きを得たRPFは、2年後の1996年、逃亡した「ジェノサイド犯」を掃討すると云う名目で、今度は隣国コンゴ民主共和国（当時はザイール）の難民キャンプへの攻撃を開始した。これは近隣諸国等を巻き込んだ大規模戦争に発展したことから、「アフリカ最初の世界大戦」「今日の世界に於ける最大の人道的危機」「第二次大戦以来の世界最悪の危機」等と呼ばれることも有ったが、西洋メディアの注目度は低かった。死者は1998年から2009年までの間だけでも540万人と見積もられている。

    　コンゴの侵略を行ったのは、RPFが支配するルワンダ、ウガンダ、ブルンジ、そして米英加だった。この西洋3ヵ国はフランスの強い影響下に在ったルワンダのハビャリマナ大統領とコンゴのモブツ・セセ・セコ大統領を排除したので、これらの戦争は対仏代理戦争の側面も持っていた（1994年、RPFの支配はフランス軍が展開していた南西部には及ばなかった。ここでは同軍が6～8月までターコイズ作戦を行なっていた）。

    　コンゴの豊富な鉱物資源の収奪はこうして可能になった。例えば携帯やスマホや電気自動車のバッテリーに必要なコバルトは、全世界の70%がコンゴに埋蔵されている。1990年からの一連の侵略は、現地の代理勢力を利用した、帝国主義勢力による中央アフリカの資源争奪戦争だったのだ。

    　標準モデルを広める上で重要な役割を果たした「人権活動家」、アリソン・デフォルジュは、「フツ族のプロパガンディスト達」について述べた文書で、自分達がやったことを敵がやったことに見せ掛ける手法について解説している。だがこれこそ正にツチ族のプロパガンディスト達がやったことだ。彼等は西洋諸国の支援を受け、「RPFによるルワンダ侵略と、ルワンダとコンゴのフツ族の抹殺」を、「フツ族によるツチ族に対するジェノサイド」と云う、完全に主客が転倒した物語に作り変えることに成功した。デフォルジュは「フツ族に対して完全な支配権を再確立する為のRPFの陰謀」なるものはフツ族によるプロパガンダだと主張している訳だが、1994年以降、ツチ族がフツ族に対して完全な支配権を再確立したのは誰にも否定し様の無い事実だ。

    　殆どのルワンダ人はRPFを占領軍と認識していたが、米国から「アフリカのリンカーン」と呼ばれたカガメは、「国際社会」に於てはルワンダとコンゴを侵略した大量殺戮者ではなく、ルワンダのジェノサイドを止めた解放者、英雄としての評判を確立した。そして2000年には前任者の辞任を受けて自動的に大統領に就任し、2003年の初の選挙では、95%と云う、常識的に考えたら有り得ない様な支持率で当選を果たした。これは例えば米国が傀儡政権を指揮させる為に連れて来た南朝鮮の李承晚や南ヴェトナムのゴ・ディン・ジエムもまた有り得ない程の高支持率で権力を獲得したことを連想させる。米国はやらせ選挙の結果を盾にすることで、非道な侵略戦争を正当化し、恐怖政治を布く全体主義体制に対する支援を、「民主主義に対する支援だ」と主張して来た訳だが、それと同じだ。

    　カガメはこのレビューを書いている2023年現在も大統領の座に就いており、反対派や批判者に対する容赦の無い弾圧を続けている。コンゴの戦争は今だに終結しておらず、国内外には数百万人の避難民が溢れ、人身売買や児童労働が横行している。今だに卑劣な嘘が罷り通っている「国際社会」の世論の無関心がこれらの状況を可能にしている。私達はプロパガンダに疑問を持たずに普通に暮らしているだけで、ジェノサイドや侵略戦争、非人道的な搾取の物言わぬ共犯者になっているのだ。TVや新聞や政治家や活動家が「あいつらは悪者だ」と言い立てる時、何も疑問を持たない者は、結果的に歴史の間違った側に立つことになる。

    　＊余談だが、ツチ族とフツ族の区別が権力構造に起因すると云う指摘は興味深い。ツチ族だと権力を握り易く、フツ族だと権力から排除され易くなる、と云う訳ではなく、権力を持っている者やそれに近しい者がツチ族と呼ばれ、服従する者がフツ族と呼ばれるのだだそうだ。だからこの両者の対立は民族紛争の面を持つと同時に一種の階級闘争だと言える。COVID-19パンデミック詐欺やSDGs等による「上からの階級戦争」が世界的に激化する現状では、権力を取り戻そうとする反民主主義的な反動勢力が本気になったらどれだけのことをやらかすのか、そしてそれを完全に隠蔽して物語の構図を逆転させることがどれだけ容易なのか、具体的な前例を知っておくことが是非とも必要だろうと思う。 「国際社会」を丸ごと騙すことは可能だし、実際に幾つもの前例が有るのだ。
