This book gives the reader a special insight into the logic of ethnic group behavior. It is full of highly cited examples, ranging for the Yorba to the Tamils. Anyone interested in politics, nationalism, Africa, Asia, imperialism and, even, economics and the effects of alternative voting rules, ought to take the time and effort of reading this classic volume.
Horowitz's section on "preferential policies" is balanced and well-informed. He recognizes the tendency of affirmative action programs to stick around forever and to motivate ethnic conflict and suggests that while they seem to be a cheap and easy solution, they are unlikely to be the best one. Unfortunately, he recommends regional preferences as an alternative (that was tried in Sri Lanka and ended very badly).
